The commission has already started touring the states and will visit 11 more states after Tripura. Apart from meeting the state governments, the commission will also talk to the central government. As per custom, the Union Finance Minister will submit the Central Government&#8217;s memorandum to the Commission. The commission will submit its report to the President of the country by October 31 this year. He said that according to the recommendations of the 15th Finance Commission, 41 percent of the central tax is being given to the states and 59 percent is being kept by the central government. This time, most of the states demanded an increase in the amount of central tax paid to the states from 41 percent. Today the Tripura government also demanded to increase this amount from 41 percent to 50 percent.<\/p>\n<p>In the press conference, due to geographical location, the states of the North Eastern region will be given more importance than other parts of the country, the chairman of the commission said. Panagariya said the commission is aware of the situation in the North Eastern states. In this regard, not only the North Eastern states, but states like Himachal Pradesh, Uttarakhand are also similar to the North Eastern states. The commission continues its work keeping in view these issues. He said that although Tripura is below the national average in terms of average per capita income, the state is improving rapidly in this regard. The matter is also under the notice of the commission.<br \/>\nThe chairman of the 16th finance commission said in the press conference that the issue of dealing with disasters is also under the consideration of the commission. In today&#8217;s meeting held with the state government, the issue of severe floods in the state last August was raised. Chairman said that the state government has dealt with the flood situation efficiently. Panagariya expressed his opinion. He said that some special issues are considered while allocating funds to various sectors. Sometimes state-specific problems are considered, while sometimes sectoral importance also plays a special role.<\/p>\n<p>The Chairman of the 16th Finance Commission said in the press conference that the recommendations of the previous Finance Commission were also taken as a basis while preparing the report. For example, he said, the 15th Finance Commission had recommended a 15 per cent population allocation. This time Tripura government has proposed to increase the amount of money allocated on the basis of forest area from 10 percent recommended by the 15th Finance Commission to 20 percent. Because Tripura has huge forest area. He said that generally all finance commissions aim to help states to make equitable socio-economic progress. Hence relatively financially weaker states are given more importance in some cases. Two new issues have been raised for consideration in the proposal from Tripura. The issues are 1) 5 percent emphasis on infrastructural development and another 5 percent emphasis on areas with international borders, which has never been done before.
