Narayan Kar on behalf of the Left Front Committee released their election manifesto through a press conference on Friday. The manifesto is as follows:
The BJP-IPFT coalition government is running misrule in Tripura. Fascist terror is perpetrated with the goal of establishing a one-party dictatorship. Destroyed democracy. Civil liberties have been taken away. Forcibly taking away the right to vote freely. The election has turned into a farce. Freedom of the press is being trampled upon. Destroying the ideology of secularism. It is creating psychological pressure against minorities in freedom of religion and social activities. Tribal Areas are draining Autonomous Zilla Parishads. Depriving of economic rights and privileges of Scheduled Tribes, OBCs and Minorities. They are playing the game of drowning Tripura in the sea of addiction. Crimes against mothers and sisters are on the rise and are taking a gruesome look. Abolished the rule of law and established the rule of the jungle. The country’s constitution has been suspended.
BJP has turned its election promises in 2018 into farce and lies. The burden of taxes and revenue is constantly being placed on the shoulders of the people. Commodity price hikes have become an everyday affair. Businesses including cottage-small-medium industries are affected by recession. Agriculture and farmers are in crisis. People’s work-earning-purchasing power has come down to the bottom. Half-starvation-starvation-starvation death – child selling is back. People are suffering from insecurity of supply of purified drinking water, irrigation water and electricity in places. Road communication is disrupted. Lack of teachers in schools and colleges. In hospital doctor-nurse-health workers. Lack of medicines, patient food and beds.
Government recruitment is almost over. All recruitment is on contract basis. Vacancies are not being filled and thousands of vacancies are being created. Government action including workers. Denying his trade union rights and fair financial dues. In many cases wages have been reduced. Protégés of the ruling party are running a free reign of extortion by force everywhere. The government is mired in corruption. Government financial discipline and financial systems have collapsed.
The BJP-IPFT coalition government has brought Tripura to the brink of collapse. The people of Tripura want an end to this miserable and painful situation. People want democracy-peace-harmony-secular atmosphere and rule of law to return to the state. People want to ensure the system for people’s survival including work-earning. People definitely want the country’s constitution to function effectively in Tripura. To this end I humbly request the Electorate of Tripura to win the Left Front candidates to defeat the BJP and ensure the implementation of the following minimum programme.
In defense of democracy and civil rights:
1. All the fundamental rights of citizens recognized in the Constitution of India including the right to cast their vote freely and without hindrance will be restored. The rule of law will be restored.
2. People of all religions and castes can enjoy their religious and social rights freely.
3. – Elected bodies shall be regularly elected in accordance with law.
4. Freedom of the press will be ensured.
5. Strict action will be taken as per law to curb crime against women.
For the welfare of victims and victims of political terrorism: •
1. The government will support the families of victims and victims of political terrorism.
In labor welfare:
1. Laws that take away the rights and interests of workers and working people. Effective measures will be taken to prevent.
2. Wages of workers will be increased in line with the increase in commodity prices.
3. Steps will be taken to increase the wages of tea workers, housing, drinking water, electricity, health services.
Assistance will be provided for the construction of houses, medical care and education for the children of the construction worker families. Measures will be taken to stop oppression of transport workers.

Agriculture and farmer welfare:
1. Free irrigation water will be provided for agriculture. Irrigation area will be expanded and irrigation schemes that are currently dormant will be made operational in all seasons. Special initiatives will be taken for the development of fisheries.
2. Fertilizers, seeds, pesticides, agricultural machinery and other necessary agricultural inputs will be provided through agricultural seed banks and cooperatives at subsidized rates.
3/ Agricultural technology, land conservation and water conservation will be arranged for the state to achieve food self-sufficiency. Planned initiatives will be taken to increase food production by 25 percent.
4. Modern improved jum farming will help real jum farmers.
5. Government will increase the number of paddy procurement centers directly from farmers. The state government will provide additional financial assistance to the farmers on the support price declared by the Government of India for paddy produced.
6. Necessary measures will be taken to protect farmers of various fruits and flowers including rubber, tea, pineapple from “short sale”.
7. Wages of agricultural workers will be increased.
In employment:
1. Successive measures will be taken to fill government vacancies and recruit new ones. Effective steps will be taken to provide employment to 2.5 lakh/ maximum number of people in various levels of government, semi-government and private industries and businesses in five years.
2. Training centers for various professions will be established in blocks and cities. Employment initiatives will be taken after the training. Marketing will help.
3/ The amount of financial assistance will be increased in the self-reliance program.
8/ Agriculture, Horticulture, Rural Development, Agriculture, Forestry, Fisheries and other development departments along with REGA will arrange 200 days of work in a year. Working days will be increased in Tweep projects in urban areas.
In the expansion of education:
1. No government educational institution will be privatized in the state.
2. Shortage of teachers and professors in schools and colleges will be eliminated.
3. New colleges will be set up in Karbuk, Jampuizla, Ambasa Sub-Divisions and elsewhere as per demand to expand higher education opportunities for all. Initiatives will be taken to establish women’s college if necessary.
4. Polytechnic Colleges will be upgraded to Engineering Colleges from existing Polytechnic Colleges as per requirement. Newly block area

Sports Development:
Initiatives will be taken for infrastructural reform and expansion, modernization and improved training system for the overall upliftment of sports. Special initiatives will be taken to develop infrastructure and modern training system in all sports that have potential in Tripura at national and international level.
In the cultural field:
All initiatives and measures will be taken to develop independent cultural practices. Arrangements will be made to get government auditoriums/theatres at low cost for organizing cultural programmes.
In social security:
1. Increasing the number of social allowance recipients as well as the amount of allowance
will be Allowances will be reinstated to those whose allowances have been wrongfully canceled.
2. Persons above 60 years working in all occupations involving manual labor will be covered under social allowance.
3/ New allowance scheme will be introduced for Jumia-poor farmers-farm laborers above 60 years whose annual income is less than one lakh rupees maximum.

For teachers and staff:
1. 10323 retrenched teachers will be recruited in government jobs. The families of the late retrenched teachers will be helped.
2. Unfairly retrenched government employees will be reinstated.
3. The old system of pension will be reinstated and dearness allowance will be paid twice a year.
4. Financial assistance to teachers and staff in S-S will be increased in line with the increase in stipend. Initiatives will be taken to provide financial security during retirement.
5. Irregular and contractual employees will be regularized as per rules.
6. Promotion of various levels of government employees will be done regularly as per the rules and procedures.
7. The decision to transfer teachers and staff of private schools will be cancelled.
8. TSRs working abroad will be brought back immediately.
9. Ration and dress allowance of Police, TSR, Home Guard and SPOs will be increased.
10. There will be no retrenchment of employees in various government projects.
Health Services:
1. The number of beds in government hospitals will be increased. The number of doctors, nurses, health workers will be increased. As far as possible necessary medicines will be provided free of cost.
2/ Super Specialty Block will be developed in Agartala Medical College for the treatment of various special diseases. Special schemes will be taken up to help treat patients with critical illnesses.
3. Active initiatives will be taken to set up an AIIMS-like hospital in Tripura.
For tribal welfare
1. Initiatives will be taken to increase the self-governing powers of the Tripura Tribal Area-Self-Governing District Council by amending the Constitution.
2/ The administrative and financial powers of the Tripura Tribal Area Self-Governing District Council formed as per the 6th Schedule shall be fully enhanced.
3/ ADC will be handed over money required for the expenditure of various offices and departments of the State Government.
8 The reservation system in education, employment and promotion of tribals will continue.
5. All tribal students will have free tuition at school and general college level and all will be helped to get some stipend opportunity.
6/ Every effort will be taken to include Kakbarak in the 8th Schedule of the Constitution. Appropriate measures will be taken for the development of the mother tongue of the various tribal people.
7. According to the Forest Rights Act, the lease holders will be guaranteed rights over the forest land and will be helped to become economically self-reliant based on the forest land.
8. Arrangements will be made to establish permanent settlements with land and houses for homeless Jumias.
For the welfare of castes, OBCs, minorities
1. However, caste reservation in education, employment and promotion will continue.
2. Residential schools will be set up for scheduled caste students and free education up to the general college level will be provided.
3. All-out efforts will be taken to provide reservation opportunities to OBCs in education, employment and promotion by amending the constitution.
4. Initiatives will be taken to increase opportunities for religious minorities in education and employment.
5. Scheduled, OBC, minority students will be increased in stipend.
6. Scheduled, OBC and minority landless will be provided with land and houses.
7. Corporations formed for the development of Scheduled Tribes, Scheduled Castes, OBCs and religious minorities will be financially strengthened. Measures will be taken to get more money to the borrowers.
For women: 1. All efforts will be made to reserve one-third seats for women in Legislative Assembly.
2. Opportunities in education and employment will be increased.
3. The number of self-help groups will be doubled. Initiatives will be taken to cover 75 percent of the families. Self Help Groups will be financially strengthened.
For homeless and homeless:
1. Vastu Vita will be provided to all the homeless.
2. Habitable houses and toilets will be provided for all the homeless.
3. Slum dwellers will be rehabilitated.
To prevent food security and price rise:
The existing infrastructure of public distribution system will be expanded and strengthened. Initiatives will be taken to subsidize 14 essential consumer goods for all. Measures will be taken to stop black market, illegal hoarding.
Drinking water:
Free drinking water will be provided everywhere.
Land purchase and sale:
Registration fee for sale and purchase of land and donation will be reduced. Measures will be taken to avoid harassment during registration.
Help with power usage:
The government will bear the electricity cost of those families who consume less than fifty units of electricity per month.
The dangers of drugs:
Strict operational measures are taken to deal with the menace of drugs.
Infrastructure development and industrial establishment
1. Priority is given to impassable roads in villages and towns
The basis will be reformed quickly. Initiatives will be taken to build double lane roads in all subdivisions and block centers.
2. Active initiatives will be taken to upgrade existing national highways and add four lanes.
3. Active efforts will continue to open airports at Kailashahar and Kamalpur.
4.: New alternative railway from Dharmanagar to Sabrum via Kailashahar, Kamalpur, Khoai, Agartala, Sonamura, Bilonia. Active efforts to build will continue.
All efforts will be taken to set up Railway Division and Recruitment Center in Tripura.
5. Tripura will be developed as an import-export corridor by establishing a new railway from Sabrum to Chittagong.
Proactive initiatives will be taken for those who can take the opportunity.
6/ Active initiative will be taken to speed up railway expansion to provide Agartala-Dhaka-Kolkata by rail.
7/ Initiatives will be taken to develop suitable industries based on bamboo, tea, rubber and natural gas produced in the state.
8. Efforts will continue to build a fertilizer plant in the state.
9/ Steps will be taken to develop modern infrastructure of tourist centers of the state and create employment opportunities.
Administration:
Measures will be taken to ensure corruption free transparent public administration.
